The Council will meet atthe War Office when required to do soby the Secretary of State, and duringmobilization it will sit continuously. Itsduties will be generally to advise the Sec-retary of State on railway matters, andalso to draw up a detailed scheme for themovement of troops. In addition to act-ing as an ordinary body, it will be a me-dium of communication between the WarOffice and the railway companies. Themajority of the members belong to theEngineer and Railway Volunteer StaffCorps, a valuable organization which hasexisted since i860, and which numbers inits ranks the general managers of manyof the large railway systems in the UnitedKingdom, and several well-known anddistinguished civil engineers. The Coun-cil also includes all the military inspectorsof railways under the Board of Trade.
