Theodor "Turl" Wagner (6 August 1927 – 21 January 2020) was an Austrian footballer. He played as a striker.

Wagner was born in Vienna. He played club football between 1946 and 1964. He played for Wacker Wien, Linz and Wacker Innsbruck.

Wagner played for Austria between 1946 and 1957. He played 46 times for his country, and scored 22 goals. He was part of the 1954 FIFA World Cup squad that finished third. He famously scored a hat-trick in Austria's 7–5 quarterfinal win over Switzerland at the 1954 FIFA World Cup.

Wagner died on 21 January 2020 in Vienna. He was 92.
